Based on the location, (T temples) I would assume that this would have a lvl requirement of 50, so probably.

You can mez mobs in RI one of two ways.
1) buy potions from the guy in Arifit.
2) Get 3k full faction and complete the quest to buy the ability scroll in Arifit.  This requires 2 players.  Offensive fighters get an ability to put vulnerability on the target, then a caster can land their quested ability to mez the target.  The irony here is that by the time you have enough faction to get this you are pretty much done with RI

This dropped for us from Zuthalis (Merchant Prince of the Zull) in Rahz Inkur, but I lost the roll.

I think in our time there in the last few weeks, we've seen 2 cleric spells, 1 druid, 1 rakurr shaman, 1 blood mage, and 1 bard so far.  They've dropped from both named and trash mobs.

I got this one about 2 weeks ago... came off a trash mob in NN just outside the Pharoah's room. Love that 28 secs.

One of my guildies picked this up for me in Rahz, it rocks, seems the resist rate is much lower then our other mezes.

i am not sure on the drops of the spells but are they on the loot table as to whr if you outlvled the mob it wont drop?
